The third stage of the Three-year Action Plan for Preschool Education's implementation provided the framework for this study, which utilized data on preschool education resources from 31 Chinese provinces, autonomous regions (excluding Hong Kong, Macao, and Taiwan), and municipalities, spanning from 2003 to 2019. In parallel with the data gathering process, this research utilized the Educational Statistics Yearbook of China (2003-2019) and the China Educational Finance Statistics Yearbook (2004-2020) to collect data on the human resources, material resources, and financial resources within preschool education. The data analysis in this research employed the entropy method, the repeated indicators method, the Theil index, and other approaches to evaluate the state of China's preschool education resource allocation from 2003 to 2019. This research, considering the current distribution of preschool education resources, examined the varying allocation patterns across provinces and regions over time, followed by an investigation into the underlying causes of these disparities. Based on the analysis, suggestions were subsequently presented. Evidently, the condition of preschool education resources allocation has generally improved following the implementation of the third stage of the Three-year Action Plan, as the results indicate. However, preschool education resource allocation continues to show a low level of development, unevenly distributed. Regional disparities in preschool education resources are most pronounced in eastern China, followed by western China, with the least significant differences observed in central China. Simultaneously, eastern China's financial resources and inner China's human resources demonstrate expansion.
